You have to beat the eighth gym leader first.Then you have to go up to Jasmine (she is at the top of SunnyShore city) and she'll give it to you.

You get waterfall in Sunnyshore city after you have gotten Dialga and the master ball ad beaten Candace in Snowpoint. Beat Volkner and then talk the girl who is a gym leader far off. She will give you it if you beat Volkner.

You in Sunyshore city.

Do the following things in order:
1. Obtain the first 7 badges.
2. Watch your rival lose to the commander at Lake Acuity.
3. Talk to a careless grunt in front of their HQ in Veilstone to obtain the Storage Key.
4. Maneuver through Galactic's Warehouse until you obtain the Galactic Key.
5. Navigate yourself through Galactic's HQ until you beat Cyrus.
6. Go to the lab, beat Saturn, and release the 3 pixies.
7. Starting at the entrance near Oreburgh City, go to the top of Mt. Coronet and battle Dialga.
And once you've done that, you can now access Sunnyshore City.

Here, talk to the gym leader in the lighthouse and battle him in the gym. Once you beat him, talk to Jasmine and she'll give you HM07 Waterfall.

You get Waterfall in Sunyshore, after defeating Volkner. You get it from Jasmine, the girl in the small beach.

After you beat the 8th gym talk to jasmine near the north tip of sunnyshore city and she will give you waterfall after you have beaten all 8 gyms
