When you get the national dex go to the fight area and talk to the fisherman. EEvee is in the Trophy Garden.

Old Rod-Jubilife City(don't know exactly where)
Super Rod-Fight Area. Head towards Survival Area and right before you leave the Fight Area, there will be fisherman near some trees. He gives it to you
Eevee-Talk to Bebe in Hearthome City after getting the National Dex(next to Pokemon Center). The guy who owns the Mansion south of Hearthome may also say there are some in his backyard

Old Rod- Forgot where...
Eevee- After beating the Pokemon League, go to Bebe in Heartome, and she'll give you one.

Old Rod: Talk to a fisherman inside a building connecting Jubilife City to Route 218.
Super Rod: Once you beat the E4 and obtain the National Dex, talk to a fisherman in the northwestern part of the Fight Area.
Eevee: Once you obtain the National Dex, talk to Bebe in Hearthome City. She's in the house next to the Pokemon center.

Old rod:a man in Jubilife City near the Western Gate
Super Road:A Man in Fight Area at the entrance to route 225
Eevee:a girl named bebe in the house next to the Pokemon center in hearthome city will give it to you,but you must have the National Dex.

You get eevee from bebe ( the bill person) in the house beside the Pokemon centre in hearthome. After you beat the elite 4 (i think) or before
Old rod and super rod: I have no clue I just got them from people.
