Pal park is a place where you can catch Pokemon that you migrated from Pokemon fire/green version and ruby/sapphire version. Hoped I helped.

It is at the end of Route 221. After getting the National Dex, go there and you can migrate 6 people from the GBA (can't have HM's in moveset) and then you catch them in back of the building. They can't be sent back to the GBA games

Pal Park is a place where you can migrate your Pokemon from Pokemon GBA games into Pokemon D/P. It's located at the end of Route 221 and can only be accessed once you obtain the National Dex. I haven't verified if it can be accessed before you beat the Pokemon League, though...
