When Pokemon level up to levels such as 79-100 they do not learn moves on their own any more. You can go to the guy in Pastoria and if you give him a heart scale he will reteach a move to your pokemon. You can also use TMS or you can go to the house on Route 229 and he will teach the ultimate move to Pokemon such as your Infernape, but he will not learn anymore moves on his own.
