Dialga seems better, since it's Steel/Dragon, and it has good attack, which can take down Palkia easily.
The reccommended starter (the one that makes the game easier) is Chimchar.

I would pick Dialga
I would Reccommend Piplup because he eventually becomes a water/steel type with resistanse to 10 of the 17 types.

And I would choose turtwig because it can kill chimchar with earthquake when it learns it on lvl 32 when it eveoles
