Ok so where do you get the poketech thing map aka number 15 cause I don't know where to get one and well I can't catch a mesprite if I don't have it so can anyone help me please

Catch a magnemite when it's in swarm, train it to be a magneton and level up magneton at Mt.Coronet and it will evolve no matter what level.
