You can only re-challenge them if you start a new game, but you can always re-challenge the elite 4.

If you all ready have the badge it's because they would have nothing to give you if you don't have the badge then I don't know why

Ummm. Because then you will have 2 of the same badges and thats why you should also play other games. I got my game one week before it came out in Australia from gametraders and I'm only just up to the elite four.
