Pal Park is locatd on Route 221 at the very end of it.

Pal park is south of Sandgem Town. You have to use surf and then you go right on a long path of wild Pokemon and trainers and then you will get there. After you go there once you can just use fly. Makes it alot easier.

Route 221, you also need the national dex, and have seen Oak to go in
