I have a shiney Bidoof, and I need to know, when it evoles into Bibarel, will it still be a shiney pokemon?

Yes. The Pokemon will always have it's shiny stats, no matter how many times it evolves.
Thats cool, though it sucks that everytime anyone seems to find a shiny it happens to be a stinky pokemon. The first shiny I found in about 6 years was a fearow woo hoo. Basically I don't know because the first shiny I found in 6 years was a fearow. I think your best bet is to find out which level it evolves at get it close to that level, save it, then let him evolve. If he is still shiny then save it and breathe easy, if he is not turn off your game and make him hold an everstone for the entirety of it's life.
