Yes. Grass Knot is a special Attack so it will get a benefit with a Special Attack boost. The attack itself will not get stronger, but the Pokemon using it will. Grass Knot also gets stronger when you use it on heavier Pokemon. It is the Special Equivilent of Low Kick.
