You should get it after you get the National Dex, Prof. Oak gives it to you.

You get it after you talk to Proffesor Oak in Eaterna. Sorry about the Proffesor I forgot how to spell it.

After getting the National Dex, talk to Professor Oak near Pal Park and he will give it to you

To get the pokeradar you have to of seen all 150 of on your original pokedex then you have to go and talk to proffeser Birch and he will give you the national pokedex and the pokeradar.
