You give Heart Scales to the move relearner in Pastoria City. He'll charge you for 1 Heart Scale in exchange for making your Pokemon learn a move it has learned when it's levels were supposed to be lower (ie Charizard and Dragon Claw).

The move maniac in Pastoria City. If you give them to him, you can have a Pokemon learn any move he doesn't have that you had a chance to teach him.
