Where do I get an evee and can I transfer Pokemon from emerald to diamond while only using 1 ds?.

Hearthrome city after you get the national pokedex and yes you can transfer like that.

You can get an evee by getting the national pokedex and going to the poke mansion
And the same with the emearld to diamond thing get the national pokedex by seeing every Pokemon in diamond (150)
