You have to migrate one over from a Fire Red/Leaf Green game to get it

You have to have him on one of the GBA games and then get him through the magical process of pal park if you don't know what pal park is there are detailed descriptions of how to use it in the walkthroughs given for the game

You cannot find him in pearl or diamond you have to pal park him from leaf green or fire red

No. But you can migrate him from fireRed/LeafGreen into diamond.
(to migrate you need the national dex)

You have to transfer Mewtwo from FireRed and LeafGreen to Pal Park. This is the only way to get him.
