... You go in a patch of grass, and you use it. It charges every 50 steps you take after you used it.

Charge it up by walking fifty steps, go into a patch of grass (without your bike or it won't work) and use it in the Key Items pocket. The grass that shakes will have a Pokemon in it, and the more the grass shakes the rarer the Pokemon there will be. If the grass sparkles, it's a shiny Pokemon.
