You must have the National Dex to get Eevee, so yes you must beat the E4 per say. Eevee is found in the Trophy Garden and Bebe in Hearthome City will give you one.

Not necessarily... You only need the National Dex, which is possible to obtain before or after you beat the E4. It's just easier if you get it after the E4.
Once you do have the National Dex, you get Eevee from Bebe in the house next to the Pokemon center in Hearthome City.
