You first must have the National Dex. Head for the Survival Area and continue on to Stark Mountain. Head inside and Navigate the cave. Buck will assist you until you get in the room with the Magma Stone. He will take it and leave. Return to the Survival area and Talk to Buck and his Grandpa. Buck will take the stone back. On your 2nd trip, head back to where Buck found the Magma Stone and a Lv. 70 Heatran should be there. Make sure you have plenty of Ultra and Dusk Balls and always save before you fight Him or Her.
