You must Trade all but Feebas with their respected Items. Dusclops with Reaper Cloth, Rhydon with Protector, Electabuzz with Electrilizer, and Magmar with Magmarizer. Feebas will need high Beauty. It needs to be near perfect, so feed it good beauty poffins. With high beauty, raise it a level, and it should evolve into a Milotic.

Dusclops-trade with Reaper Cloth
Rhydon-trade with Protector
Magmar-trade with Magmarizer
Elctabuzz-trade with Elcterizer
Feebas-get beauty to the max then level it up

Dusclops-Trade while holding a reaper cloth found on route 229 or you may find it in turnback cave.(It varies. I found a rare bone in turnback cave.)
Rhydon-Trade while holding a protecter found on route 228.
Magmar-trade while holding magmarizer found on a wild magby.
Electabuzz- Trade while holding electrizer found on a wild elekid
Feebas-Max out his beauty and level up.

Dusclops- trade him while holding the Reaper Clothe.
Rhydon- trade him while holding the Protector.
Magmar- trade him while holding the Magmarizer.
Electabuzz- trade him while holding the Electrizer.
Feebas- max out his beauty condition by feeding him a lot of dry poffins, and train him one level to get Milotic.
