I beat the seventh gym and there is no gaurd outside the galactic hq in veilstone city that drops a key or maybe I'm in the wrong place.

After you beat the seventh gym you go to the Acuity Lakefront and talk to mars or one of those commanders on team glatic and she will tell you what there team
