Yes, you must have the National Dex in order to migrate Pokemon.

Yes, because you need the palpark to do so, and to use the palpark you need the National pokedex and the palpark is to only way you can migrate Pokemon from Emerald version. (And other versions like ruby, fire red, ect.)

Yes you do, because the only way to migrate is to go to the Pal Park, which can't be unlocked until you get the Nation Dex.

Yes you do in order to get the national dex you must see all 150 Pokemon not capture see.
