Is there another way of cloning Pokemon and items that doesn't require a Wi-Fi connection? If there is, tell me what it is. I want to start cloning items like Master Balls and good TMs.

No I don't think there is. All I know about cloning is how to do it on emerald version.
I am not sure, check the cheats under Pokemon on supercheats. Or have a friend do it for you.
