well on route 201-02, you can find growlithe but there uncommon so the next best pokemon would be (i think) ponyta on route 206.
Sadly, once again, the creators made very few Fire types. The only new ones are Chimchar, his evolutions Monferno and Infernape, and Magmar's evolved form Magmortar. I am a fan of Fire types and am disapointed that there are so few to select from. Anyway, the only other Fire types you can aquire before the National Dex is Ponyta and Rapidash. The earliest you can get Ponyta is Route 206 after you beat the 2nd Gym, Team Galactic in Eterna City and have a bicycle to get across cycling road in order to get to the grass under it.
Well, in the Sinnoh Dex, the only fire Pokemon are [besides Chimchar, Monferno, and Infernape] Ponyta and Rapidash. The first encounter with Ponyta would be on route 206, if you choose to explore it at all. Rapidash cannot be caught in the wild, but he can be evolved from Ponyta at level 40.
However, when you've obtained the national dex, you can also catch some Magcargo, Camerupt, and others without transfering/cheating.
Well you really have only one other pure fire which is ponyta/ Rapidash when he/she evolves. I chose him and he helped me beat the elite four so not a bad choice.
