After you beat the E4 and obtained the National Dex, go back into Victory road starting at the Pokemon League HQ. In that same room, there is a cave that a guy was blocking before. Get through that cave and help the girl to the other end. Then, exit the cave and you'll be on route 224.

After beating the E4 and getting the National Dex, head back to Victory Road and look for a cave opening that has no light coming out of it

You have to beat the E4 and have the National Dex then you go into Victory Road. The cave that guy was blocking should be cleared. Enter it and use Defog. You then have to team up with some person and go through. After you get through and exit you will be on route 224. The trainers and Pokemon are tough there so watch out.

If that is the area next to the Pokemon league than you can go there by the victory road. If you saw a guy blocking some entrance, that is the entrance. You need the national dex to pass.

After you obtain national dex and take down the elite four go through the door that was blocked on victory road process through that and bingo there you are.
