The Ice stone is in route 217 in the northern most portion. Just level up Eevee around it and it should evolve into Glacion.

The Ice Rock is in northwestern Route 217.
His name is Glaceon. =]

There are no ice rocks or cold rocks needed to evolve evee into glaceon,you just need to level it up next to the rock on route 217
