I was wondering how to get a shiny Pokemon, and is it possable to make a pokemon? If so could Anyone tell me?

By cheating. Look in the AR Cheats section on this site, or on other sites, or just google it if you can't find it anywhere, for the Pokemon you want.
To run into a shiny Pokemon in the wild is about 1/3000. With cheating, you'll just run into one 100% of the time, considering the code is correct.

To get a shiny, hatch a Pok�mon from the egg, find it in the wild, or whatever.

They're EXTREMLEY rare; approximately a 1 in 7651 chance of finding one. You can use the Pok'eRadar to find them as well; the grass should shine like crazy if there is one in there.
You can "make" Pok'emon by breeding them; go to the daycare in Solaceon Town.
