After you obtain the National Dex, a new cave opens in Victory Road. Going through there will take you there(you'll need DeFog).

Im sorry to say that there is no way to get to route 224 in north america as it is the "flower paradise" However route 223 which is victory road.

After beating the E4 and getting the National Dex, go back to Victory Road through the Pokemon League enterance. A new cave will be opened. There is a guy in there who needs your help getting through and once you finish, you will be able to go to Route 224. He has an Arcanine at his disposal

You need to beat the E4 and obtaining the national dex. With this, at the end of Victory Road, a cave that some guy was blocking before should now be unlocked. Go in the cave, and go down the stairs, and use defog and help the girl get to the end. Exit, and you'll be on route 224.

You have to finish the national dex and then you will be able to fly there.
