You have to obtain 7 badges and gotten the Galactic Key in their Warehouse. Then, beat Cyrus and the Commander, and release the 3 Pokemon, and then you're done with the place, and you have to go to the top of Mt. Coronet from there.

Get Pokemon at level 50 between 60 and get a lot of antidotes!
