What is an IV? I know EVs are what makes your pokemon's stats rise when it levels up, but exactly what are IVs?

IV = Individual Value. This is a value between 1 and 31. They determine how well your Pok�mon will grow in stats. If you got 31, you can have a great deal of stats for that.
EV = Effort Value. These determine how your stats grow each time you level up. You can have a maximum 510 Effort Values distributed. Their grouped by fours, so every four effort points in one stat, means that when you level up, you'll get one more point in that stat.
