It isnt a cheat,you just have to collect lots of flags from DIFFERENT peoples bases.

As You Complete The Man In The Building's Tasks(Next To The Eterna City Pokecenter)You Will Reach The Final Task.You Have To Do A Secret Base Underground I Think And He Will Give You The Ability To Move One Boulder. As You Capture Flags And Register Them In Your PC You Get To Move More Boulders.When You Reach Fifty Flags It Says You Can Get Rid Of All The Boulders. When You Get Rid Of One(After You Registered Fifty Flags)It Says A Number Limit, But Don't Worry The Number Is The Number Of Boulders You Have Left.

Well, you don't have to cheat. Just do the Underground man's challenges and at some point, you'll reach a point where you need to steal flags from people's secret bases. Just, the more flags you steal, the more rocks that will be removed underground.
