How do I pass the guy that says theres a major blackout? I really need to pass him

You need to beat the sixth Gym Leader, Byron. Lake Valor where Azelf lives will get blown up, so go there and see to that problem. Then go through Mt. Coronet and get to Snowpint City where you can beat the seventh Gym Leader, Candice. Now you can go into Lake Acuity where Uxie lives (but Team Galactic have stolen it) which is right beside Snowpoint. Then I think you have to go to Lake Verity and see to the Mesprit problem. Go back to Veilstone City and pick up the key outside Team Galactic's warehouse, go in and navigate your way about and beat their leader, Cyrus. You'll get a Masterball (save it for Giratina, not Mesprit or Cresselia. They're easy) from him. He'll head on to Mt. Coronet again. Follow him, get to the top and you'll see Cyrus, Mars and Jupiter. You'll team up with your rival to beat them both, and then Dialga will appear and you have to catch or kill it to carry on in the game. You can't fly off. After you do that, Sunyshore is free from it's blackout and you can head on across there to the eighth Gym.
Whew. I hope I didn't miss anything out.

Beat all the other gyms or get an ar and use the walk anywhere cheat and just walk around him and wala there you go now your around him but I warm you if you use this cheat and don't walk through that entrace before entering a new city then there will be no buildings and the game may crash or freeze

Anyway, I'm sure you'll be using Spyro's guide, her's is better.
Go to Mt.Coronet and ascend yourself to the top of the mountain, which is Spear Pillar. Now, defeat Team Galactic, collect Dialga, and you should then be able to get to Sunyshore City.

You need to get 7 badges, beat the commanders at the 3 lakes, release the 3 lake Pokemon in the Galactic HQ, and battle Team Galactic on the top of Mt. Coronet.
Just once you get to Snowpoint City, it will be easier from there. Team Galactic, as every other villain, tells you their plan and where it's happening, so you just go to wherever that is, and play it from there.
