If you have beaten the Sunyshore Gym leader, go to the coastline in the north section of town. You will see a girl standing there talk to her and she will give the the HM Waterfall.

When you've obtained all 8 badges, talk to Jasmine along the Sunnyshore shoreline and she'll give it to you.

All you do is beat the last gym leader then talk to Jasmine in Sunnyshore city. (Jasmine is the girl standing next to the water who is the 5th gym leader in Johto.)

In Solaceon town, after you beat the 8th and final gym leader, go to the beach and talk to the girl standing there named Jasmine, she'll give you the HM

You go to sunnyshore city and go up some and you will see a lady from jhoto talk to her and walla you have waterfall I recomend teaching it to a bibarel(if you have not beat the 6th gym leader this wont work)

Defeat the gym leader in Sunyshore City, and talk to Jasmine, who should be standing somewhere in a small beach up north of Sunyshore City. She will give you Waterfall.
