you get the fossils underground by looking and heart scales can be used to teach your Pokemon moves or you can sale them

The heart scales, you can transfer to your bag, and can be used to teach your Pokemon moves they used to know by having the move tutor in Pastoria reteach them the moves.
Fossils can be found occasionaly in the walls underground, as with every other item you find there.

Heart Scales - Used in Pastoria City on the Move Tutor to Re-Learn moves.
Fossils - You need to dig, and they become Pok�mon like Cranidos.
