It's at Spear Pillar on top of Mt.Coronet where you battle Dialga.When you get to the top you'll be prompted to play the Azure Flute,provided you have it.

Cave of Origin? Ru/Sa/Emerald Flashback??
No!! Arceus is only obtained through a Nintendo Event or by cheating!
You need the Azura Flute, and with that go to the top of Mt. Coronet and use it there.

You can get Acreus (via) nintendo event in wich you get a specail flute wich I can't remember the name of.

You need the Heaven's Pipe from a Cheating device or Nintendo Event.
