Yes, moves can be deleted, there is a move deleter situated in Canalave city. Talk to him and for free he'll delete a move off a Pokemon of your choice.

There's a move deleter in the house south of the Pokemon center in Canalave City...

All you have to do if you wish to delte moves is go to the move deleter youll know you found him cause he can't really remember who he is
