No, and it's Scyther and Scizor, by the way ;]
Only AFTER you've obtained the national dex can you import them from FR/LG.

Techaniclly you have to have the national dex because scyther is on route 229 east of the fight area. Because they won't let you leave the fight area until you have the national dex. Even on route 229 they are hard to find bcause it is mostly weepinbells and glooms. But DON'T GIVE UP!!!!!
