You need to get the National Pok�Dex. After that, go to Snowpoint City and take the ferry to Survival Area. Go to the area with a lot of wild Pok�mon, trainers have Pok�mon from the GSC days, and RBY too.

Use an Action replay ;). Serioulsy though there is no way unless you trade from someone who has them unless you have Fire Red, Leaf Green, Emerald, Ruby, Sapphire, and Pokemon Ranger, all beaten had special events completed for most of them, there are no other ways.
