Go back to Floaroma Town and go into the area where the Galactic Grunts were. You'll see them saying the best line in the world: "We must have that honey to gather Pok�mon in large numbers!" Anyway, beat them and you'll get the key.

You go make to the Flower city and up northwest are two Galactic thugs. Fight them then they'll drop the key. You have to go into the woods for the galactic thugs.
