Because Gardevoir doesn't evolve.

Kirlia evolves into Gallade by Kirlia being a Male and giving it an Awakening Stone.

Milotic is evolved from Febass by maxing out it's Beauty level and Leveling it up.

v-gamer answered:

Ohh boy, Gardevoir doesn't evolve into Gallades; only Kirlia does. That means, you'll have to trade a Kirlia from Ru/Sa/Em, or Ralts and train him in Diamond. You have to use a dawn stone on a MALE Kirlia.

Transfer it from Ru/Sa/Em, or transfer a Feebas from those games. Max out it's beauty status by giving it dry poffins as much as you can, and then train him one level. He should evolve into a Milotic. If he didn't, his beauty status isn't maxed out. If he's at the max sheen, but doesn't have enough beauty, you're out of luck. Breed him with a Ditto or some other fish Pokemon and try again, with more, better dry poffins.
