What level do you find the new regi at? I know you have to trade all three regi to get it unlocked

I'm guessing you're asking what level he is, and where he is. Once you've beaten the E4 and obtained the national dex, his "statue" can be found deep inside the Snowpoint Temple. Like you said, once you import the 3 regis into Diamond, or even Pearl, that "statue" will battle you as a level 70 Regigigas.

Go to the temple in Snowpoint. Im not sure you need to have the Regis with you so I'd bring them along with some Ultra and Dusk Balls.
