Yes, budew evolves into roselia if you max out it's happiness and raise it up in the day. Roselia then evolves if you use a shiny stone on it.

Yeah without a stone but you can have roselia from the safari zone...

Budew evolves into Roselia by Hapiness. Level him/her up during the "day-time" not morning!
