Question for Pokemon Diamond
1. How do you get an Evee? I can't find one anywhere.
2. What Pokemon is the dusk stone for? I cannot figure it out.

I haven't got Diamond/Pearl yet so I can't answer thefirst question. However, I do know the answer to the second part of your submission.
The dusk stone is used to evolve Murkrow into Honchkrow and it can also evolve Misdreavus into Mismagius. It is a very rare item use it well.

You get Eevee after obtaining the National pokedex.

1. Once you get the national dex, go to hearthome city, talk to bebe, and she'll give you an eevee.
2. Misdreavus into Mismagius and Murkrow into Honchkrow.
