If I get chimchar(fire) what will my rival get piplup(water) or turtwig(grass)?

It's been the same way since Red, Blue and Yellow. Your Rival picks the starter that type trumps your Pokemon. Since you're probably going to choose Chimchar, your rival will pick Piplup.

Piplup. It will be the one that has a type advantage to the starter you chose, just like in the other Pok�mon games.

Your rival always gets your weak type, so he'll take the water one.

Your rival will get Piplup, and Dawn(or whatever you named her), will get Turtwig.
P.S. Despite others opinions, there really is no best starter.
