Yes, but not the new Pokemon.
However, you can trade any Pokemon from Emerald to Diamond and Pearl,
Although I am not to sure how yet. I know this from reading Nintendo Power volume 206(August 2006) in the News section on page 18.

Yes.but this is obvious you can't trade anything new. In firered and leafgreen complete the sevi island task to trade and get the national dex in both games.
Also beat the elite 4 in both games and get to the battle frontier.
Yes. You get to a uncomfirmed part in the game, put Emerald the GBA slot and Trade away. But. I hate buts. Anyway there some rules. Only 3 comfirmed ones for now.
1. No trading Pokemon beyond number 386.
2. No trading Pokemon with moves announced in Diamond or Pearl.
3. No trading items that have been announced in Diamond or Pearl.

No, trading between the generations is not possible, but they did make it so that you could permanently transfer your Pokemon from the advanced games to this one.
Yes and I bet theres some option you can choose to do so or another room in the Pokemon center but then again this is coming out of no where
