Question for Pokemon Diamond

I have heard people use the term sweeper for Pokemon and was wondering exactly what that means. Under level moves in the pokedex I noticed that there are moves that can be taught by a tutor and was wondering where I can find this person.

Sweepers are Pokemon that can deal a lot of damage in one attack. This is sometimes done through the use power up moves like Calm Mind for special attack and Swords Dance for attack. The move tutor can be found in Pastoria City; however, each move taught costs one heart scale.

But thats only for remembering moves learned by leveling up. For example in the tutor section it says staraptor can learn heat wave. This move can not be taught by the tutor in pastoria because staraptor does not learn this move by leveling up.Where do i find the person that teaches these moves?

there is a heatwave tm, im not sure where to get it but if yu action replay it or google search it others can prolly tell you where to find it.
