Before you can battle Shaymin, you need Oak's Letter. The only way to obtain Oak's Letter is by the Mystery Gift. Once you have gotten it, go to the end of Route 224. Oak will be waiting there. Once you have given him the letter, a path will appear. At the end of the path is Shaymin.
