Well the move Ice Punch isn't like a TM where it could be found in the game so if some of your pokemons know how to use that move, why don't you try to level them up more to maybe learn that move or your second option is that if you have an action replay, you should use the move modifier.
If you have the TM ice punch[i think you can have it. Pretty sure] then you can. If you only have one though then you can teach only one Pokemon. If you want a bunch get a Action Replay and use the code. Hope I helped and please rate
Ice Punch was only a TM in Generation 2, so you cannot teach your Pokemon this move by a TM. A few Pokemon learn the move while levelling up, the Pokemon being Hitmonchan, Medicham, Jynx, Abomasnow, Duskclops, Dusknoir and Regigigas.
I believe those are all of the Pokemon that can learn it by levelling up, so if you are using one of them, just be patient. If you are not using any of these, then I'm afraid you wont be able to teach it to any of your Pokemon, unless you have a cheating device, then you could use that.
Hope this helps,

Ice punch can be an Egg move for abra, don't forget and I'm pretty sure it can be an egg move for Ice,Physic(Mostly Abra) or Fighting. Overwhise I think Ice types or types that can punch will somehow learn it.
You can only teach it to a Pokemon who does not learn it by leveling up by a move tutor. I believe he is the one who is in the marshy, rainy route just out of Pastoria City. You must have 6 blue and 2 red shards to trade to him, however, and you obtain those by digging underground. They are not common, but they are not extremely rare either, so you have maybe a 40/60 chance of finding one (in comparison to 50/50).
