In the game, Larvitar can only be found at Route 207, using the PokeRadar. You'll have a better chance of finding one at night, too.

Larvitar can be found in Route 207 when usuing the PokeRadar. You will get that from Professor Rowan right after you get the National Pokedex from Professor Oak. You will have a better chance finding Larvitar with the PokeRadar when using it at night.
