Galactic?

My friend keeps bothering me to ask if you guys know where the Galactic Key Card is. If so, please tell me. I forgot how to get it. Please no Action Replay or Gameshark codes. Just tell me were to find it. DO NOT tell me you don't know!

The galatic key is in the center of B2F(The place where it is soggy) I hope I helped you and your friend.
