Drifloon always pop up on the same day, same place- Friday at Valley Windworks.
U can trick the game into giving you a Drifloon to catch in about 3 minutes. Here's what you do:
1. Cut off you're DS and remove you're DS cartiridge.
2. Turn it back on and go 2 settings-Date.
3. Set the date on a Thursday, then go to Time.
4. Set the time to 11:59pm(23:59pm).
5. Save and exit. Ur DS should go off. 6. Put D/P back in you're DS and cut it on. Ur In-Game clock should still say 11:59pm.
7. Head to Floroma Town and chill for a bit.
8. When it turns 12:00am, the game recognizes the day change and place Drifloon in fron of Valley Windworks for you,
9. Now head to Valley Windworks to claim you're prize
10. NOTE: This does NOT work if you just chage you're DS' day to Friday. The game must recognize the date change by the time.

Every friday, drifloon is there. You can wait, (yeah right)or you can do what JCP Da Blitz instructed. Hope it helped!

Go to the valley windworks on fridays and one will be there, if you accidentally defeat it or run then just re-load your save and try again.
It will continue to appear on fridays at the same spot.
