You can receive the Pokeradar from Professor Oak. First, you must complete your Sinnoh Pokedex, by seeing every Pokemon in Sinnoh. Next, go show your now completed Sinnoh Pokedex to Professor Rowan. Next, Professor Oak will come and give you the National Pokedex. Next, he will give you the Pokeradar as a gift, either there in Professor Rowan's Lab or inside Pal Park.
